    Head elements that every participant page needs, regardless of which
    Dallinger template it happens to extend.

    Dallinger's base layout provides no viewport meta. Without one, phones lay
    the page out at around 980px and scale the result down, so the text arrives
    tiny and none of the theme's mobile rules apply. Timeline, ad, and consent
    pages used to get a viewport meta from the browser-detect macro; pages that
    do not run browser detection, such as the exit and abort pages, got none.
